Early on, Montgolfier's marvelous balloons were co-opted by Napoleon for
aerial surveillance against the Dutch and Austrians, at Mauberge. They became
our first spy satellites!

"Coutelle demonstrated the balloon in 1794. He found that when he was at
the end of the cables, he could clearly make out details as much as 18 miles
(29 kilometers) away through his telescope. The members of the Commission
were so impressed that they recommended formation of an air force, the world's
first, called the Compagnie d'AĆ©ronautiers. It was established on March 29,
1794."

The balloon and camera approach has a long history...that famous photo
of the aftermath of the 1906 San Francisco earthquake is from a balloon.
And many people have done this since. Don't use the cop copter! ;)
