You get 0.43 psi per foot of head, and then your small pipe has friction losses on top of that. So at 4 feet you are maybe at 1.6 psi. Not a lot. Check your faucets to see if they have any aerators or flow restrictors on them. These are removable and that might be all you need to do to get some flow.
