It doesn't sound like bagworms (tent caterpillars). They construct their bags
at the leafy branch tips. I've never heard of webs on the trunk and branches.
Kelly-- Could you be more specific? Is it like a cocoon or a cobweb? Do you
see insects associated with it? Or is it more of a fuzz, like a bread mold?
