For anyone trying out this idea of soaking willow
cuttings before planting them, perhaps this old gardening tip may be of
interest.
The water that the cuttings were soaking in has a
deposit of a hormone which helps to induce the rooting of other cuttings. Soak
other cuttings in the water where the willow cuttings were and they will produce
roots quicker and more prolifically.
