Here's the response from the scarab sandbox site folks.
If we can install it on either ibiblio or arashi, that may be a quicker way to evaluate it than hoping they get a stable sandbox up sometime soon.
It certainly sounds better than bugzilla, but as the old joke goes, "Ahh, Bill, that was the *demo* version of hell..."

the sandbox is generated nightly from the CVS HEAD. currently CVS is
sort of unstable, so the sandbox build might choke. We are about to
release a cruise control based "quality watcher". so we eventually
will have a sandbox, that is running on the last operatable
HEAD-version instead of the current HEAD-version. I have very little
time at the moment to get this up and running. probably during
the next weekend i will work on this.
until then i am afraid, the sandbox is out of order.
try to install b19 ?
