Jeff,
It is too soon for local queens unless you find someone willing to part
with a swarm cell. I would throw in a frame of eggs from one of the your
good hives as a precaution. If that doesn't resolve the issue, you may be
able to find a NC queen by mid-April. I am encouraging folk to use local
queens whenever possible.
