Well,
 
Thanks for all the suggestions and responses.  For now there is a wading pool and a medium pot using rainbarrel water (with circulating pumps) along the two paths to the neighbors swimming pool.  Both are over 100 feet from the hives and much closer than the pool.  Four hours after the installation there was no visible drinking activity at either site.  I asked the swimming pool owner if he would consider covering it for several days to divert the bees to closer sources, haven't heard back from him yet.  I will also install something very close to the hives.
 
My connundrum?   While cleaning out the pot and pool a couple of curious bees hung around the water faucet.  Go figure.
 
Expect an update in a couple of days.

My friends hives drink from a rain barrel top around the corner of 
the house from the bees, it can be very busy with bees.
