Citric acid is also another good buffer. I use one teaspoon per 15 gal of
water to lower the pH of my water from 9.4 to 6.5.

At a pH of 9, phosmet has a half-life of less than 10 min., which means
you'd have to spray fast, and use a blow dryer.
