Jim,
   You are probably referring to Minnesota regulations for licensing of sale of processed food. Florida regulations exempt the sale of syrup produced on the farm and boiled peanuts. Syrup was considered a minimal health risk because of the high temps it incurs in processing and canning/bottling.
    Honey, however has strict regulations in Florida. It is probably because little heat is used in processing it.
    I was only referring to the new Federal bill and not current state laws.  If a state requires inspection already, that won't change.

    The above is only partly true.  I don't have facts for other States but,
here in Minnesota, farmers must be licensed and inspected if they sell
(processed) food to a grocery store or restaurant.  Maple syrup is one
example of a processed food.  Only raw farm product (not including milk)
such as honey and vegetables can be sold unlicensed.
