Jim,
   I grew peaches for maybe 15 years. Cutting back a tree severely will stimulate suckering. Also good fertilization can increase the effect also.
   I would also suggest budding a "backup" tree first. June budding is done here in NW FL, but may be getting late where you are. In which case I would recommend taking some graftwood in the Winter and grafting next Spring.

hardiest peach tree is trying to die.  It has never produced a sucker.  It
is eight years old and has survived winters colder than -35F.
