Loquat needs the cool temperatures in order for them to set flowers. So if you don't have it outside enough, and you don't give it cool temperatures in winter it may not flower.

I also have two 12 year old loquats in 10 gallon pots. But they have
never flowered. I'm thinking they don't get to be outside enough
months before I have to bring them inside in order to put out flowers.
