There are not many skunks for the rabbits to join up with here. The reason that the skirt method works is that the rabbits come right up to the fence and then start digging. They then encounter the metal (fence) in/on the ground. If they were really determined and started digging before the skirt they might be able to dig beneath the fence. Rabbit warrens can be quite extensive. I have not had much experience with skunks, but they might fail for this method as well.
