For those of you who may use Photoshop Elements, if you just resize down to a smaller image (smaller than the 42-inch wide on the screen) the quality will get fuzzy. What you want to do is uncheck the "resample" box and then change the resolution from 72 to 300 or 350. The result will be a picture about 10 by 6 inches of excellent quality.

I would recommend against sending low-quality pictures just because they download faster. If they are worth sharing, they are worth taking a few extra minutes.

This PowerToy enables you to resize one or many image files with a right-click of the mouse.  You find the photo file on your computer, put your mouse pointer over it and right click.  Choose "resize picture" and a box pops up for you to indicate which size you want.  Choose the size and it will save the resized photo to the same file as the original with the new file name of the original with (Small) added to the file name.
 
This can reduce a 1.45 MB photo down to 56 KB without loosing any quality and will e-mail 10 times faster.  You can find these tools at http://www.microsoft.com/windowsxp/Downloads/powertoys/Xppowertoys.mspx with descriptions of each tool.  Thought these might be helpful for those who may e-mail a lot of photos back and forth to each other.
