Have you thought of checking with the Agricultural Research station in New York state?  Phillip Forsline is the director of the USDA's apple collection which includes over 2500 apple accessions.  They do offer seed and scions for most of the available trees.  Their accessions are listed in an online catalog but, emailing him may prove to be more fruitful.  They do have quite a collection of apples that have been imported from abroad.
 
I have ordered seed and scion from him in the past and he was always punctual with his replies and easy to work with for the orders.
