Yes, during the bloom. I'm not very knowledgeable on Fire Blight but have it badly. But somewhere in the past I seem to remember a commercial orchard operator say he had good control in the center of the streptomycin sprayed orchard, but poor control along the edges where the pressure was greatest because of bees entering the area from unsprayed areas. I'm suggesting controlling a few or individual trees might be difficult if your neighbor or you has unsprayed trees.
