Jerry, is this graft done with dormant wood collected earlier, or with current growth?

Here in central Indiana (5b) I have excellant susscess grafting in June when the understock is well in the slip and active growth is underway. I use the whip & tongue (modified splice)  and bark grafts and hand tool (V not bud).  Then wrap the entire graft with Parafilm.
