Correction-by NO (below) I meant N.  My spell checker got me in trouble.  Instead of hitting the ignore button, I was hitting the change button, changing N to NO.  Either that or I've been breathing too much Nitrous Oxide N2O.

I looked pretty close and didn't see any eggs.  I assume they can be seen with the naked eye?
 
In terms of extension growth, the early season shoots were the most vigorous and had hardly any lesions (3 to 4' of growth).  Some of the later (branched) growth was much less vigorous (grew maybe 8" or less) and had (by far) the most lesions.  As a general rule the more vigorous trees have this problem much less.  We had a water problem last summer.  June was a very wet month (12" of rain inside 4 days) and I watered too much after that.  I think I remember too much water inhibits NO uptake, so maybe that's it.  I've never put much NO on except what is contained in Phosphorous formulations. About 50lbs on my one acre last year.

     Regarding iding for scale, you should see "eggs" (flat, slightly puffed up) on the bark.

     Since the symptoms didn't show up on leaves last year, I'd strongly suspect that nutrition is the culprit  Also regardless of what a soil/leaf sample may imply, peaches are heavy users of N. 

     Was there sufficient extension (new) growth last year?

The scab pictures on the Kearneysville site look a lot like my twigs.  And I've never sprayed for scab.  The only thing that puzzles me is that I didn't recognize any scab on the leaves last summer (obviously there was no fruit).  The leaves looked normal and healthy except for some mottling.  I sent a leaf sample in for nutrient analysis and it came back OK in N and P but very low in Mn.  I thought about doing a foliar spray this year for Mn but thought I'd give it one more season, and ease up on the watering to see if that doesn't straighten it out.  I'll keep in mind about the scale.  I'm not sure I could identify it if I saw it.  Any easy way an amateur can tell if it's scale?

Additionally those symptoms could be caused by inadequate fertility (N and P especially) or scale can/will cause these symptoms.

Looks like it may be peach scab.  The lesions look just like scab lesions on older stems.  On young, green stems it appears as more reddish brown lesions.  Check out the info at http://www.caf.wvu.edu/kearneysville/disease_descriptions/ompscab.html on scab to see if this fits.  ZHope this helps!

I've got a small peach tree problem.  Every year I get these black lesions on some of the new peach shoots.  It only occurs on new peach shoots, and they seem to outgrow it over time.  When the shoots get bigger, the spots fade and eventually disappear. 
 
I haven't paid enough attention, so I can't say for sure, but the black spots on the new shoots seem to get worse over winter.  I have a spray program for leaf curl and haven't seen any of leaf curl on these trees.  Similarly, I haven't seen any shot hole on the leaves.  Whatever this is doesn't kill the shoots completely, but does kill some of the leaf and flower buds.  It seems to be worse on trees that are having problems already.  For instance, the pictures of the diseased shoot below came from a small tree I over-watered last summer.  Vigorously growing trees don't have much problem with it.  Any ideas would be appreciated.
