I know people who have taken 2 and 3 year old rootstock, planting it next
to the tree that needed treatment and then grafting that to the part of the tree
above the girdling and thereby saved the tree. The newly grafted rootstock
saved the upper part of the tree.

You could try some bridge grafts to span the girdled areas.
I've rescued trees that way. Even the ones completely girdled may still be
saved. Cut some long scions now while they are still more or less dormant. Use
a bark graft at both the bottom and top of the girdled area. See The Grafter's
