Scale is a common problem on houseplants, it's not unique to citrus. When
I used to get scale on my houseplants they always improved when I put them
outdoors in the summer, so I presume something eats scale, too.

I had good luck removing scale from my myers lemon by:

1) removing what I could by hand.
2) washing the tree with a hose.
3) spraying with a light hortacultural oil the next day.
4) getting rid of my most scale-prone houseplants.

My myers lemon is a houseplant in the winter, and goes into the ground in
the summer. I did this several summers ago and haven't had scale on it
since.
