Clonal apple rootstocks are mostly propagated by "stooling" (cut back established plant, pile loose mixture of soil and sawdust up around growing stems, harvest rooted stems in fall, and continue the cycle year after year). When I with the USDA Fruit Laboratory at Beltsville around 1980, they did some work on propagating the rootstocks by tissue culture.

The Indian state Himachal Pradesh where I live, grows apples and is known for it.  Apples came here about 130 years ago.
 
Nearly all apple orchards here are on seedling rootstock.  But now people want to use clonal rootstocks.  Govt imported rootstocks for distribution to the nurserymen. These were intended to be used as mother plants for raising more plants but the nurserymen grafted them and raised apple plants.  So there are no rootstock plants.  This has happened 2-3 times.
 
I would request the list members to answer the following questions:
  • What is the fatest way to multiply these clonal rootstocks.
  • Is multiplication by tissue culture possible.  If yes, could someone write or guide me about some simple "do it yourself" procedure which can be adopted by small nurserymen with NO prior experience.
  • At what price are the rootstock plants sold by the nurseries in the US and other countries.  What is the forwarding cost of 1000 plants to New Delhi, India.
