There are different types of systemics. Some are absorbed through the
roots and others through the leaves (all through the skin). You could
apply both kinds. Also all of the various insecticides come and go as
new ones are discovered and old ones lose their registration.
Therefore one which might be considered very effective this year might
not be approved for use on your plants, or any plants, next year.

I assume you are referring to rose cane borers as you wouldn't be able
to eat the fruit of raspberries if you used a systemic on them. Timing
is important as you want the entire plant to become poisonous before
an insect makes an attempt to enter it as the pith of older growth may
not be poisonous unless the poison was absorbed while the pith was
forming. Personally, just reading the label on systemics scares me so
I haven't been tempted to use them.
