Lon's suggestion of using Tanglefoot should work.
There are two kinds of Tanglefoot. Tree Tanglefoot, an insect barrier. The other comes in tube gun tubes and is for building ledges to keep pigeons away. You want the tree insect barrier. A local store tried to tell me there was no difference, but there is.
