There are the same thing, elemental sulfur. The sulfur used as fungicide is dusted or mixed with water so is a fine powder and more expensive. I like to use pelletized sulfur for acidifying the soil because it's cheap and doesn't make dust when you spread it. The pelletized sulfur is just elemental sulfur compressed into lentil-sized pellets.
