Well, I was going to recommend a grass - Hard fescue. It is very low growing
(4"?) and chokes out many weeds. However, I believe it is somewhat
susceptible to drought and since you only have 19" of rain per year, I'm not
sure it would be a good choice (you might want to discuss this with your
local extension agent).
My father and I have hard fescue between our 9' vineyard rows. We only need
to cut it a few times a year. However it is harder on the mower to cut.
