Encourage the natural predators. Owl boxes & tall perches for hawks. Some folks "plant" a few 20 foot plus dead trees around the property for hawk perches if there are no existing dead trees. (Another reason to think twice before cutting out all the dead trees.) If you're into cats, they also do wonders, especially outdoor barn cats who remember their purpose on earth.
When you say tree protectors are you meaning tree tubes or some kind of wrap. I've been using tree tubes on all my young stock & have completely eradicated rodent & rabbit damage.

With the deep snow we had this winter in north western Pennsylvania the voles really worked my small apple trees over good.I figure I will lose about 30 trees.
I am going to put a bounce dryer sheet in my tree protectors
this year unless someone has a better idea.
