It's not any worse than other conifer shavings, but it's slow to break down.  I've used it mixed with manure and found that cedar shavings were still visible in the mix long after similar mixes with other woods had broken down.

I have been offered cedar shaving by the bag
I thought I had read that cedar is toxic to plants
Any thoughts?
