Yes, that was the main rootstock of choice for many years. However, there
is a virus that causes the graft to fail. Blackline is caused by a virus
common in cherries and the problem is that the two species react
differently. When infected pollen lands on black walnut blossoms, they
abort and drop, protecting the tree from becoming infected. When it hits
English walnut, they allow it to enter the tree. When the virus reaches the
graft union, the black walnut rootstock reacts by forming a layer of dead
tissue to stop the virus, cutting off the connection to the English walnut
in the process. Two methods to deal with this have been researched. One
was to try to transfer the hypersensitivity to the English walnut so that it
wouldn't become infected. The other was to select vigorous strains of
English walnut to use as rootstock. The Manregian (Juglans regia from
Manchuria) was one such rootstock.

Just a question- Is it possible to graft an English walnut to a black
walnut? Thanks.
