I'm presuming you mean aeration of the water?
Aeration, whether by means of a 'fountain' or a bubbler-type apparatus is going to create turbulence. Most mosquito species lay their eggs, either in pools of water, or in low-lying depressions which tend to collect rainwater. They don't utilize moving/running/turbulent waters - much prefer old tires & hubcaps, ruts in a (seldom-traveled)dirt road, etc.
