The last regulations I saw did not allow someone to purchase produce
from other farmers and resell the items at California Certified Farmers
Markets (CFM).

The farmer must be the seller at a CFM in California. You are buying
direct from the person who actually grows the items offered for sale.
Other states have similiar regulations.

There is confusion with other farmer's markets that are not certified
and in many case are only resellers - not even growing any produce items
they are selling.
