My Guess is:
From what I have seen over the years there have been trees with large
diameter bottoms and small diameter tops. Also vice versa. This has been at
the grafts and you could tell by the change in bark. some have had profound
steps.

Bob,
While dwarfing can be influenced by rootstock, I don't think it works the
other way around since the limiting factors are in the top regardless of the
vigor of the rootstock. Another interesting, "if I only had time to test the
theory," project for someone (else)! ; )
