Dogs in our state parks must be on leash, UNLESS they are in active work mode, then they can be off leash while "working".  Hunting dogs or SAR, if they aren't on "hunt" status, you are supposed to leash them or confine them.  So at the command post or staging area, my SAR dog must have his leash, once I say "GO FIND" he can be loose.  Same thing for your bird dogs or whatever.
