There are no national standards. There are voluntary consensus standards published by the ASTM (F32 on SAR, F30 on EMS); urban SAR published by FEMA; and fire rescue SAR published by NFPA, and a bunch a tests published by NASAR.

It is up to the government agency responsible for funding SAR to adopt a standard of expectations, scope of service/practice, and training for its jurisdiction.  If the state legislature makes it the Sheriff’s responsibility to conduct SAR the Sheriff sets the rules.  If it is a non-governmental function then nobody sets the rules.

A posse normally is under the control of a law enforcement agency and the agency usually complies with some state law regarding training, competency and scope of practice.

The first step is to research what is out there and then present it in a cogent, articulate manner to the Sheriff.
