hello, we had visited about a year ago. okay we're finally in gear, we have a 
meeting set with sheriff and chief of police.? we have their interest. so we 
need your help in where to pay membership and how do we go about certification 
for?our horses. we'll be working out of cat spring Texas, Austin county. thanks

Pam, in CA local volunteer SAR is affiliated through the county Sheriff. If 
nothing else you could contact the appropriate county Sheriff?s Dept, ask to 
speak with someone about volunteer SAR,  and inquire about local Mounted SAR 
units.

Thank you so much for your help.  The link to San Diego County is not 
functioning yet, but I saw a link to a group in Temecula, (Riverside Co.), which 

is only about a 15 minute drive for me.  From the description, it sounds like

Hi Paul.  You are in Texas, so look into TUMPOT.  Also talk to other
MSAR units in the counties around you (some are represented here on
MSAR-Riders), and finally talk to other (non-horse) SAR units ditto.

(I hope not too many links are dead.  I am not keeping up with link
checking like I used to, and this past year has been a really bad
one for domain name hijacking!)

The bottom line is you need to meet the requirements expected by the
organizations that will be calling you out.  If they have none, then
you are free to choose your own requirements.  You can borrow them
from other MSAR groups, and adapt as needed to your local situation.  
A starting point for that task would be to check our web archive and
gather some of the documents in it.  Browse and search links to the
archive are on http://www.ibiblio.org/msar/msar-riders.html

* minimum age of member, human
* minimum age of member, equine
* stallions (out period, provisional, no mention)
* mount from the ground (one time only, one or two sides, no mention)
* minimum participation (% of meetings, trainings, callouts, service)
* who pays for equipment (team or member)
* file with the IRS or not (this *is* a choice, and many choose not)
* minimum training/equivalent before member eligible for callout
* kind and extent of non-SAR activities the group will perform

Who pays for equipment can be very problematic, starting out.  But
I think sheriff's posse groups have bigger problems, because they
have uniforms.  Someone joins, gets a badge and branded tack, then
quits.  Even if the group owns the gear, getting it back can be
hard.  Some units use a deposit scheme, but that requires a level
of financial sophistication that can be hard on the officers.

You can get training from many different organizations;  ask the
other SAR units in your area which ones have been the best value
for them.

I don't see any MSAR need for a team badge or matching, branded tack. That
sounds more like parade unit gear. :-)

Many MSAR units have a response uniform requirement that is simply a high
visibility vest with lots of pockets. Buy your own (same color, maybe same
design) vest and put the team patch on it. Wear it over your own layered
attire, regardless of how many layers you're wearing. Issue a unit photo ID
card and all wear it displayed in an arm ID holder. Use your own good
condition tack. Encourage investment in high visibility color saddlebags,
attire, etc. 

If they also do some parades, they make it very obvious they are primarily
an MSAR unit. They all wear a same color shirt - might be white - under the
SAR vest. Or  the team / member invests in some matching basic vests with
the SAR unit name for non-response events. 

This kind of approach keeps the budget down and also helps keep the
organization focused on SAR / MSAR issues, training and gear. While I
understand the value of the parade / public appearance for MSAR units, those
with a focus on "need to match / look fancy" parade / public gear tend to
end up with divided priorities and also inadvertently limit membership to
riders with a larger personal budget.

It depends on your sponsorship.  If the sheriff is paying the bills, he gets
to say what you wear.  Our practice is to utilize a team logo for our
"brand".  We are regional and self supporting.  Our field equipment Standard
Operating Guide calls for head protection, proper footwear, clothes for
weather, eye protection, and tack that fits the horse.  We don't care if you
ride a roper or a dressage saddle, western or English boots, schooling chaps
or chinks.  The idea is that if the rider and horse are comfortable with the
tack and riding clothes they ride safer and can carry out their task better.
We do not even require bits, just control of the horse. It also means that
members do not have to spend money on uniforms.  The closest thing to a
uniform we use is a grey sweatshirt with a logo patch over the left badge
position. 

State law requires a photo id to claim emergency responder privileges--
Exemption from fuel rationing, operations during emergency road closures,
protection from interference in operations.  In PA your horse is a police
animal and we will issue an id for the horse if you want.  Federal laws and
regulations are minimally applicable in PA because we are not covered by
OSHA but EPA HAZWOPER and federal road regulations do apply. 

Since there are no national certifications or MSAR organizations as yet,
keep your money in your pocket.
