I am not aware of any SAR K-9 handlers currently using a dog whistle, silent or not, for signaling their dog. If the dog is out of voice range they use hand signals, or an e-collar for recalls (some ecollars also beep or buzz a signal without a shock). Some use a "bear bell" (like a goat or cow bell on the dog collar or vest) or a GPS unit for tracking their dogs whereabouts if out of sight. Hunting dog retriever trainers use a "coach's whistle" to get their dog to do a "whistle sit/stop" on directionals training (field trials).
