The question is not why a specific program in not recognized but what a
county (or township or state) requires for a program to be recognized. PA"s
comp law for emergency responders, Act 102, states merely that the
municipality where an emergency response organization is resident must
provide the comp. The municipality gets no choice in the matter. But the
organization must be a recognized emergency responder. Here the criteria
vary but usually include integration with the emergency plan and emergency
dispatch and communication systems. This may be evidenced by granting a
fire, police, or EMA dispatch identification code, pagers, use of the EOC,
use of regional dispatch and radio facilities, and so forth.

The appropriate police agency or motor vehicle agency must certify that
vehicles operated by the response organization are emergency vehicles or
authorized vehicles, this is evidenced in some states by special license
plates for the volunteer's vehicle.

There may be licensure requirements. PA licenses all EMS providers
(organizations, not individuals) that transport by ground ambulance or air
ambulance, designating them emergency responders on the license. Police
forces are certified to meeting state accreditation. Persons who handle
search animals as part of an organized organization and the search animals
(including horses) are considered police animal handlers and police animals
respectively, even if they are not sworn officers but must be registered
with the state police.

Therefore it is necessary to convince the local authorities that your
organization is organized, and capable of properly interacting with the
authorities and other services. You must not only provide a "here we are"
but a risk assessment of the community, your training plans, credentials of
your trainers, and personnel at startup as well as a justification for your
organizations' existence, and finally what are you going to cost the county
or other government organization. The one rule around here is don't spend
somebody else's money.
