I am already seeing various appeals for aid (money) or response teams floating on the net.  According to the SE PA Red Cross they are sending 17 Disaster Assistance Volunteers to the area for 10 days.  They also confirm that Federal Disaster Status has been declared for the area.  This means that Stafford Act and other assistance can be provided.

It also means you should stay home (unless you live in Southern CA and the authorities tell you to leave) and keep your money in your pocket unless you are giving to a well known, national, charity or a local charity with a national reputation like the Santa Barbara SPCA/Humane Society or UC Davis Vet School.
