Thank you for
your speedy response. Please know that my inquiry had nothing to do with
completion and is strictly about service and properly credentialed SAR and
MSAR facilitators and evaluators. Being a POST instructor and a member
of local, state and national MSAR standards committees I am very familiar
with the writing, vetting, and implantation of performance standards. Is
it possible for me to review the SAR and MSAR standards prior to attending
your upcoming class?

Standards
The ASCT protocol
for all search and rescue is validated through our national standards to
serve law enforcement. Therefore, the standards are gathered and set forth
on a basis of meeting/exceeding standards that are "generally accepted" throughout
the nation. In capstone, we already have the standards that meet or exceed
those across the nation, including the associations within
In response to
your State of
ASCT has a long
standing with law enforcement certification. We are one of the largest and
most active certifications for special units activities for police agencies
and prosecution units. Our standards are always based upon what is deemed
as the elite efforts of law enforcement. And the equine certification standards
for law enforcement and volunteers to law enforcement are designed for that
same elite status.
ASCT standards
are designed to fit into all criteria for each state's criminal justice standards
commission or P.O.S.T. We are concerned with assisting in the betterment
of law enforcement and community. ASCT has no interest in a business venture
of equine development.
The email you
are sending me regards a class. It states that the class is a certified
course in MSAR. The class is certified. However, the document does not state
that the participants are certified if they complete the class. On the contrary,
the class information (that additional info not included on your email) states
that participants will learn the specifics of how to conduct operations/training
and that the participants will be given a list of associations and options
to pursue their interest.
The instructors
are all experts in their respected fields and are certified through ASCT
to teach their blocks of instruction. Mr. Aycock himself has over 25 years
of search and rescue development experience and has worked extensively with
both F.E.M.A. and the Center for Exploited and Missing Children. In fact,
Aycock was one of the primary voices and action takers for the Amber alert
establishing and protocol. As for the equine instructors, both are highly
developed in their fields and Instructor Ainsworth has over 30 years experience
as a search and rescue coordinator and equine facilitator. Thus, your statement
of the instruction not likely meeting the FTM/FTL standards of your association
is false. The instructors do meet that level of qualification.
Regardless, ASCT
will not certify anyone in the specialty of mounted search and rescue unless
that individual can meet the standards.
The ASCT standards
for MSAR meet or surpass those set forth by the Commonwealth of Virginia
Department of Emergency Management Search and Rescue Program - Standards
for Equine Search Members.
In summary, I
can understand your concern for both your previous hard work of setting standards
and your appreciation for mounted search and rescue. ASCT also serves to
make certain that those representing law enforcement and services to the
public remain legitimate and well structured. Therefore, you will be pleased
to know that the class being taught is not directly certifying participants,
is certified for quality of education by well qualified instructors, and
that should anyone indeed meet the stringent requirements for mounted search
and rescue - they will be meeting standards the will meet or exceed those
established by your associations.
Please remember,
search and rescue is about service, not competition. We should all welcome
any and all who are willing to serve and assist those in need.

Yes, I was just wondering though, since they say they provide certified MSAR courses, WHO they were certified by? Are they certifying themselves? using NASAR? ASTM's still in progress standards? As you well know anyone can say anything- it doesn't make it true! :-) So I'm just curious if they are total charlatans or reasonable folks with a justifiable goal. Chris Pennington
