The first question to ask is "do I get title to the horse?". If you get
clear title to the horse (or whatever they call it in your state) you bought
the horse and whatever they call themselves they are a dealer. In many
cases the organization retains title to the animal and requires you allow
them to inspect annually. And they keep the right to move the animal
anywhere they want. A breeder (or PMU farmer) has the right to do what he
wants with his property. And there will be unscrupulous persons anywhere.
The PMU industry brought us all kinds of crosses and some worked out.
When a tool is broken you throw it out, ask any Amishman about keeping an
extra draft or two around the farm. Hate to be cynical but the world is a
cynical place.
