There are many sources for reflective materials and decals. Galls' is one
that is fairly inexpensive. Any of the instant sign shops can do trailer
markings and stick ons for saddle bags as well. Check the farm supply
catalogs like Country Vet or Vet Supply, and even State Line for prices.
I got 4 large HORSES signs and rolls of tape from Galls' for less than one
2" high sign from reflective equip.

You can also purchase strips of "glow in the dark" tape (expose to daylight
and it will glow) to add to either human or equine attire.
