Doesn't it also make sense that if we are a volunteer unit associated w/
either a fire district or sheriff's office or EMA, because the agency we are
umbrellad (don't know if that's even a word) under needs to be in compliance
so should the SAR units.
Lauri... who probably repeated what has already been stated... if so. sorry.

ICS was created by the military in Biblical times and adopted by the NFS and
CA CDF to fight wildfires as Firescope. Generally a chain of command is
established at every incident but not necessarily an ICS. Philadelphia Fire
does not allow a company level officer (engine or ladder) to establish
command and only uses ICS, sort of, for a full box or higher (at least 2
engines, 2 ladders, EMS, and 1 or 2 battalion chiefs).

SAR incidents always involve multiple agencies around here because SAR is
not part of any agency.
The local cops are usually in charge with volunteer agencies providing the
staff and field force.
