Homeland Security funding has a glitch attached, requiring a Citizen Corps
Council and other compliance. Someone in your county is supposed to be
addressing Spontaneous Volunteer management during a disaster, and that is
designated as the task of Citizen Corps. If not being performed by Citizen
Corps, find out who has that role. It should be written in the county's
emergency operations plan.

What is supposed to be and what is are two very different worlds. Out
county
EMA is the Dept. of Public Safety which includes the EMA, the 9-1-1
center,
the EOC, the fire academy, the police academy, EMS academy and region,
HazMat/LERC but not the responders, public education functions, planning,
and handing out anti-terror toys. It does not credential anyone and
refuses
to be the organizational home for SAR, CART, LART, or any other function
where a group of citizens will form a volunteer organization that pays for
itself (especially insurance). In the big city next door, the EMA is
within
the career fire department, and across the river the state police are the
EMA everywhere.

This is not a one size fits all world, and definitely not in the emergency
response arena.
