Many SAR organizations are spontaneous and
disappear after a massive search for a missing child or similar high
visibility case. We are trying to move towards long term viability
everywhere and written performance standards are a first step.

Nationwide, a Citizen Corps Council is supposed to exist in every operational area. Citizen Corps is tasked with developing a method and processing spontaneous volunteers during a disaster, providing initial resource management to coordinate placement of those volunteers where there has been a request for resources. Commonly there is a Volunteer Skills Inventory form of some kind.

This same approach can be used in SAR, collaborating with the local Citizen Corps Council ... or whatever name it goes by locally - check with your office of emergency services. Develop a Volunteer Skills Inventory and processes suitable for SAR, and at a larger incident ask Citizen Corps to provide personnel to provide staff to manage that process.
