Maybe the trailing dog was following the subject's trail;
maybe it wasn't. This is unknowable, because the handler
corrected the dog, assuming the dog was trailing someone
or something other than the subject.
Without question the dog handler made an error: (a) not
trusting the dog, or (b) not training the dog well enough
to discriminate a trail obscured by other, newer trails,
or (c) both.
