Here's my quick answer: Might a lost person be lost in an area where horses
just went by? Might a person be lost or need help WITH a horse? Of course a
trailing dog can follow a person on, with, or near a horse. This is a
training issue for the dog handler. The dog knew where the scent was. The
handler pulled the dog away.

The handler later said horses should never be allowed
to go ahead of any dog. This I think is wrong; a trailing dog
should be able to distinguish horse scent from human.
