Here's my quick answer: Might a lost person be lost in an area where horses
just went by? Might a person be lost or need help WITH a horse? Of course a
trailing dog can follow a person on, with, or near a horse. This is a
training issue for the dog handler. The dog knew where the scent was. The
handler pulled the dog away.
