In discussing the dependencies of formal standards, let's be clear:
a formal standard is not a curriculum. A formal MSAR standard could
(and I think perhaps should) require basic SAR training as a
prerequisite, without identifing a specific other standard, training,
or certification system. Eg, it could require whatever basic SAR
training/certification is required by the cognizant authority (this
being your county or state), or NASAR or MRA or ... In New Mexico,
that would mean the MSAR standard further supports training to the
level of New Mexico's own basic SAR certification, PACE.
In no way does the existence of a separate MSAR standard require or
follow from the existence of a separate organization.
