I agree that the CA Mutual Aid guidelines for MSAR have some holes in them,
mostly in reference to Wilderness / Mountain response. However, having those
minimal guidelines is better than having nothing to refer to, and gives
people a place to start if they don't already have written standards. And
going forward we can lobby for amendment. ;)
