Is there a website anywhere that has a sort of well break down of:
 
1) the abilities the horse must have
2) the abilities the rider must have (although reading the last few posts I am beginning to think this may vary a bit)
3) the abilities the team must have (if there are any above and beyond 1 and 2)
4) the equipment (obviously it is being discussed here.. now)
5) various scenarios where MSAR is able to best contribute
 
If there isn't... shouldn't there be?
 
Also.. while I know MSAR is new.. I can't help but wonder at the feasibility of having a mounted rider working a SAR dog?  That way the handler has a better vantage point and can keep up with the dog better?  On the other hand, my experience is very limited at best...

We formed in 2002 and can only be dispatched by a local law enforcement agency.
We  are not part of any Sheriff's dept or law enforcement agency, however we are an extension to them offering assistance when requested. We are rural city so we are expected to call for help when the victim is found. Depending on the condition of the victim we can offer CPR and basic first aid. If it is a sad situation we are not to touch anything and back off and report to the law enforcement agency.  We are not to discuss our case with anyone and if the media approaches us we are to say "no comment"
 
The items the teams carry with them are a radio (every member) and a basic first aid kit
(for the team)
 
Our teams consist of:  Horse, 4- Wheeler, Walk, Communications,  Auxillary, Communications,  Dive Recovery, Swift Water Rescue, and Air Search.
