When I set basil transplants for our earlier harvests I tend to go with four to six inches. And we still harvest pretty young. 

Once we get into the "warm" season. I direct seed basil and do single cut harvest for a week or few depending on conditions.  Direct seeded the in row spacing is rather close and its a dense row. Probably +/- 1".  I'll do three to four rows in the bed at about 8".  

Harvested young this has always worked pretty well. The quality is really good and the efficiency is good.  We do bunches and sometimes bulk harvest. The only possible drawback is the smaller plant structure results in a bit more soil splash.

I'd think the 2" spacing with the paper pot would work similarly.

Interesting idea Andy.  I would experiment with the in-row spacing to find out what works best...it may depend on the variety you are growing.  I am guessing that the 2" spacing might be too tight and that the 4" spacing might work well. I use the 4" spaced paper chain pots on my basil and the plants seem to grow well.  I think the 6" would be too much wasted space given that you plan to harvest the whole plants.
