I understand that slugs and other insects (cutworms, etc.) can be a problem
with all that residue in place. How does one best go about controlling them
in that scenario?

Sounds like planting cold-hardy seedlings (brassica?) in a winter-killed
cover, and controlling weed emergence at the beginning of the season
using corn gluten might have some potential. I would need to try that
some days.
