Dave -
A chile roaster is a drum made out of expanded metal with a handle to operate as a tumbler.  It is placed on a stand above a propane burner.  I haven't looked but I am sure there are places on-line that sell pre-fab ones (in many sizes) or maybe even plans to make one yourself.  Here is a picture of ours in operation http://www.whipstone.com/photos/ If anyone else knows of sources, please chime in.

Maybe a dumb question, but what's a chili roaster? (I'm a grower/eater, not  
a cooker). Sounds like a great idea for bringing folks in at the market.
